There are many software packages available that can be used to create a structure diagram for a proposed website. Chartist
is an interactive flowcharting application. With Chartist you can create, edit,
and print flow and organization charts. Any number of shapes can be used and

With PathMaker's
flowchart tool, you can create process flow diagrams and relations diagrams.
This program has similar capabilities to chartist but the flowchart tool is
only one part of the software which offers graph generation and management tools

Microsoft Word
Word offers flowchart creation although the output is limited
and won’t be as neat as the output of the dedicated flowchart software
above.
Microsoft Visio
Alternatively take
Visio which is the Microsoft equivalent to the dedicated diagram creator. Visio
offers multiple palettes of shapes and connecting line types that simplifies
the process for creating a structure diagram.
